City planning staff presented an overview of the annual Mill Creek Municipal Code update, describing a series of housekeeping and reorganization changes intended to modernize and clarify development rules without triggering major policy debates.
Planner Justin Horn said the annual update is intended as a tune‑up: "...to keep your vehicle well maintained, safe, reliable, you need to do periodic maintenance, and our code is the same way," he said. Staff proposed reorganizing zoning standards into land‑use tables to make allowed uses easier to compare across zones, combining land‑clearing and grading into a single "land‑disturbing activities" chapter, creating a separate chapter for tree standards, and establishing a binding‑site‑plan chapter that more clearly explains the process for commercial projects.
Staff emphasized they would not attempt controversial policy changes within this annual update; items such as sign code, street‑tree policies and fences will be considered in separate, public processes if needed. The planning commission has already reviewed a draft list of edits; staff will return with a complete line‑by‑line package and a resolution for council consideration prior to adoption.
Next steps: councilors were invited to submit suggestions and staff will incorporate technical corrections and return with formal materials for public review and adoption.
