Board approves $19,298.77 upgrade to building and park security with $3,000 transfer

The Village of East Troy approved security upgrades at the municipal building and Mitchell Park after the police chief recommended access-control and alarm changes intended to reduce key management and lower monitoring costs.
"She's wanted an access point put on the door there," the chief said of a recreation-room request, and recommended replacing keypad/key management with badge access so instructors wouldn't require keys. The chief also recommended upgrading the panic-alarm monitoring and installing cameras at Mitchell Park restrooms to document damage when bathrooms are open.
The chief told the board the Johnson Controls monitoring price was high and cited an alternative vendor: "They can put in a new system and they're gonna monitor it for the year for like $400 And we're paying close to, I think $3,000 for Johnson Controls to do it. So I think it's just a smart idea... it'll pay for itself in a year," the chief said.
Complex Security Solutions quoted approximately $19,298.77 for the scope covering the municipal building and Mitchell Park. Staff proposed transferring $3,000 from the squad/set-up fund to the security upgrade fund to cover the shortfall. A trustee moved to approve the Complex Security Solutions quotes for the specified upgrades and the transfer; another trustee seconded and the motion passed.
The board agreed to the transfer and directed staff to proceed with contract execution and installation scheduling.
