Pasco awards design push for Clark Street safety project after state pedestrian/bicycle grant

Engineering manager Andre Avedisian presented the Clark Street Improvements project, a segmental downtown concept drawn from the Downtown Pasco Master Plan. The proposed scope (2nd to 10th avenues) includes a road diet in residential sections, protected cycle tracks placed behind angled parking in portions of the corridor, new pedestrian crossings and coordination with Ben Franklin Transit bus stops.
Avedisian said the city applied to the state pedestrian and bicycle program and received just under $1.8 million to fund design and construction. He noted that project design will require additional coordination (including bus access, ADA ramps and lighting improvements) and public outreach as the work proceeds.
Several downtown property owners and business leaders in the chamber supported angle parking and improved crossings for safety and access. A nearby property owner urged well‑lit crosswalks and stronger ADA access after describing near‑misses at Clark and 8th. Staff committed to incorporate those safety items into the detailed design and to continue outreach to downtown business and neighborhood stakeholders.
