"In your documents is the annual presentation of the special education plan for Part B flow through grant application," Dr. Harmon said, noting the plan outlines local policies and procedures to ensure compliance with IDEA and Virginia implementing regulations. She said the packet includes documentation of fiscal responsibilities, maintenance of effort, and proportionate set-asides for parentally placed private school students.
Dr. Harmon said the division provided projected spending for IDEA Part B (sections 611 and 619) and that the comprehensive document would be forwarded for board consent at the April meeting. "Do you have any questions?" she asked; the Chair and board members offered brief thanks and no substantive questions at the work session.
The presentation formally puts the division on record as certifying compliance with federal and state special education regulations and prepares the division to accept and appropriate any awarded Part B funds after board consent.
