Board told Utility Authority must update sewer-use ordinance after state IPP audit
Summary
Following an EGLE Industrial Pretreatment Program audit, WWTP staff said the City will direct the Owosso Township–Caledonia Township Utility Authority to bring its sewer-use ordinance into equivalence with the City of Owosso's ordinance as required by EPA IPP regulations, the City's NPDES permit and an interjurisdictional agreement.
Timothy J. Guysky informed the Review Board that a recent Industrial Pretreatment Program (IPP) audit by the Michigan Department of Environment, Great Lakes, and Energy (EGLE) will lead the City to direct the Owosso Township–Caledonia Township Utility Authority to update its sewer-use ordinance to be equivalent with the City of Owosso's ordinance.
Guysky said equivalence is required under the applicable IPP regulations and by conditions in the City's National Pollutant Discharge Elimination System (NPDES) permit and an interjurisdictional agreement. R. Suchanek said the board will forward a formal directive to the Utility Authority once the official EGLE audit summary is received.
The board briefly discussed the Utility Authority's mechanism for making the update; no detailed schedule or ordinance text was provided at the meeting. No vote was recorded on this item at the March 24 session.
