Timothy J. Guysky, WWTP superintendent and board secretary, told the Owosso Mid-Shiawassee County WWTP Review Board on March 24 that the plant was in full compliance for the November 2025–February 2026 reporting period.
Guysky said dry weather and inflow/infiltration improvements produced the lowest recorded flow to the wastewater treatment plant since the facility was built in 1980. He also explained the "June–October" portion of the flow summary included in the board packet.
The board heard an update on construction and commissioning work. Guysky said the new secondary clarifier, started up in January, is operating well and that two disc filters remain to be started as part of Phase I. Full SCADA implementation is pending. He noted several remaining punch-list items from the clarifier project — security camera startup and a sluice gate installation — and said grounds restoration will be completed in the coming months.
Guysky told the board that one more process bypass event will be required this summer and will require use of the service units' available diesel pumps. He also said the Nitrification Tower rebuild project is in the final stages of design and is expected to be advertised for bids in the summer.
Board member R. Suchanek informed the group that the City of Owosso is pursuing an appropriations request through the office of U.S. Congressional Representative Tom Barrett to help fund plant work, but he said a confirmation or denial of that request will come later.
The board did not take formal action on project funding at the meeting; members were updated on schedule and pending tasks. The next procedural steps described were solicitation of bids for the Nitrification Tower rebuild in summer and completion of Phase I commissioning tasks.
