Planning Commission recommends rezoning of 4651 Brookhollow Circle to business park

The Jurupa Valley Planning Commission unanimously voted to recommend that the City Council rezone 4651 Brookhollow Circle (MA 24053/change of zone 24002), changing the site from manufacturing service commercial and industrial park to Business Park.
Associate Planner Renee Aguilar told commissioners the city initiated the request to resolve an inconsistency between the general plan and current zoning. "We are presented with an inconsistency between the general plan and the zoning," Aguilar said during his staff presentation, describing the site as a 3.55-acre parcel where a 2006 plot plan approved a multi-tenant industrial layout.
The staff report said the Business Park zone is the only zoning designation consistent with the property's Business Park land-use designation and noted that, without the rezone, discretionary entitlements such as site development permits and conditional use permits at the location cannot be approved because a finding of consistency with the general plan could not be made. Staff recommended the commission adopt the resolution recommending rezoning and that no further environmental review be required under the cited CEQA guideline.
Commissioners supported the recommendation as a clean-up measure to align zoning with existing land use. "I think going from industrial to business park would be'to clean it up would be the best thing for that area," a commissioner said, citing local businesses such as a barbershop as examples of existing uses compatible with the Business Park designation. Another commissioner noted staff had confirmed there are no nonconforming uses on the site.
The commission moved, seconded and the motion carried unanimously; the action sends a recommendation to the City Council for final consideration.
Next steps: the Planning Commission's recommendation will be transmitted to the City Council, which must take the final action on the change of zone.
