Council continues hearing on large Real Vista specific plan to Sept. 5

The Jurupa Valley City Council continued a public hearing on a master application and the proposed Real Vista specific plan to the Sept. 5 meeting, saying staff needs to complete the development agreement and additional reports and a councilmember was absent.
The project scope described in the staff materials includes up to 1,697 new residential units, approximately 1.27 million square feet of light industrial, 1.43 million square feet of business park, 510.8 acres of natural open space, 14.3 acres of park and recreational amenities, and a 13.4-acre public school site. Richmond Planned Communities, Inc. is listed as the applicant.
Mayor Guillermo Silva opened the hearing and the city attorney announced a procedural continuance. The city attorney also announced that Councilmember Leslie Altamirano would not participate in item 16A (a separate but related district formation item) because she owns property near the district boundary and the Fair Political Practices Commission advised she must recuse herself.
The city indicated it has received numerous written comments on the project, which will be made part of the public record. Staff recommended continuing the hearing to allow presentations, a staff report, developer input and full council participation at the Sept. 5 meeting; the council approved the continuance and will hear the item with a full presentation and opportunity for three-minute public comments.
Next steps: the Sept. 5 meeting will include the full staff and developer presentation, public comments, and further council consideration.
