Jurupa Valley council votes 5–0 to support Riverside Community College District Measure CC bond

The Jurupa Valley City Council adopted a resolution, by roll call vote, supporting Riverside Community College District’s Measure CC, a $954 million bond measure that will appear on the Nov. 5 ballot.
Staff summarized the ballot language, saying the measure would authorize $954,000,000 in bonds, levy up to $19 per $100,000 of assessed valuation while bonds are outstanding, and include oversight, audits and spending disclosures. Staff said $180,000,000 of the bond proceeds would be allocated to construct the Inland Empire Technical Trade Center (IETC) building in Jurupa Valley.
Riverside Community College District Chancellor (identified in the staff introduction as Dr. Essoff) told the council the district had invested about $30 million in land acquisition and that construction (roughly $180 million for the IETC) would rely on the bond passing. "If the bond fails, many of our projects ... will not be granted," the chancellor said, adding the district could leverage state matching funds if the bond is approved.
Councilmember Chris Barajas moved to approve the resolution and Mayor Guillermo Silva seconded. The council recorded a unanimous roll‑call vote: Leslie Altamirano — yes; Chris Barajas — yes; Armando Carmona — yes; Brian Bergson — yes; Guillermo Silva — yes. The resolution passed 5–0.
Staff noted that the district will proceed with outreach to voters and that the measure’s projects and local allocations (including the IETC funding) are described in the measure language and related staff materials.
The vote was a local endorsement of the ballot measure; the decision does not itself allocate city funds to the bond but signals council support for the district’s construction priorities.
