The Jurupa Valley City Council approved a loan agreement using $990,000 in federal ARPA funds for a proposed Northtown Housing Development mixed‑use project at the northeast corner of Crestmore Road and Mission.
City staff described the award as a forgivable loan that functions like a grant intended to help complete a 57‑unit development with a retail component; staff said 27 of the 57 units would be designated affordable. The funds are earmarked for off‑site improvements visible from the public right‑of‑way, including sidewalk, curb and gutter, street and landscape work. Staff said these off‑site improvements must be completed by Dec. 31, 2026 for the funds to be activated.
On schedule, staff said the full project completion is anticipated by June 2027 with occupancy by September 2027. The council had previously set aside the ARPA funds in June and voted to designate Northtown as the recipient; the loan agreement brings the funding authorization back for formal approval.
When council members pressed on grant versus loan structure, staff said the instrument is essentially forgivable if the developer meets the project timelines and improvement conditions. The council approved the agreement by voice vote.
