Council approves work to update permit-ready plans for sheds, barns and patio covers

Jurupa Valley’s City Council authorized staff to proceed with updating and expanding permit-ready building plans for accessory structures after hearing a presentation from principal planner Jim Petches.
Petches said an eligibility analysis shows about 74% of city lots (roughly 20,500) would be eligible for storage sheds/patio covers and about 33% (approx. 9,377) for barns and stables under current zoning that allows animal keeping. The proposed contract amendment with RRM Design Group would update existing plans to current building codes, provide engineering for horse stables where required, and make ADU/permit plans fillable PDFs for public use. The total city cost for the package was estimated at about $19,700.
Council members asked whether the plans could be modular or extended in length (the barn plan can be lengthened but not widened) and whether permit-ready plans could be misused to establish occupancy; planners said conversion to an occupied unit would require a different set of design and zoning approvals. Council approved staff to bring back a contract amendment and funding appropriation to finalize the work.
Staff will return with the contract amendment, updated plans and a proposed appropriation for council consideration.
