Jurupa Valley authorizes application for California 'Pro Housing' designation to pursue grant priority

The Jurupa Valley City Council voted Nov. 21 to authorize staff to prepare an application for the California Department of Housing and Community Development’s Pro Housing designation, a state program that awards priority processing and bonus points for certain grant competitions.
Curtis Miller, the city’s housing manager, told council the program’s goal is to increase housing opportunities statewide and that the city’s initial internal assessment scores roughly 34 points against a 30-point threshold, making the city eligible to apply. Miller said the designation can unlock access to a Pro Housing Incentive Program and other funding sources; previous award rounds yielded average awards of about $500,000 and some cities have received over $1 million.
Council members asked how quickly funding could be accessed and which zoning or policy changes could increase the city’s score. Miller said application timing is rolling and that some enhancement points come from rezoning for higher density, permitting middle-housing (duplexes–fourplexes) and other measures; he noted that eliminating public hearings for by-right projects would earn additional points but that such a change carries policy tradeoffs.
Council approved moving forward with preparing the application and public outreach. Staff said technical-assistance funding from regional partners will help prepare the submission and that HCD will have 60 days to review once submitted. The council directed staff to post the draft for at least 30 days of public comment before finalizing the resolution for submittal to HCD.
