The city named its team of negotiators: Jeff Patanow, Assistant City Manager; Laura Rocha, Deputy City Manager; Jennifer True, Assistant City Attorney; Zach Koresh, Finance Director; Darren Schwab, Assistant Human Resources Director; Debbie Porter, Senior Management Analyst; and outside counsel Tim Davis of Burke, Williams & Sorensen. The agency official identified the employee organizations under discussion as the Carlsbad Police Officers Association and the Carlsbad Police Management Association.
