Upland honors Lt. Maurice “Moe” Duran with retirement proclamation

The Upland City Council issued a proclamation honoring Lieutenant Maurice “Moe” Duran for over two decades of service to the Upland Police Department.
Mayor Velto read the proclamation, recounting Duran’s career milestones, including his start as a police officer in July 2004, a promotion to detective in 2013 and to lieutenant in 2016, and roles in traffic investigations, crisis negotiations, the Mobile Field Force and Honor Guard. The proclamation thanked Duran for his dedication to community safety and said he is respected by peers and residents.
During the presentation several councilmembers and officials offered remarks of thanks. A representative from Supervisor Hagman’s office, Michael Miller, said the supervisor’s office joined the city in expressing appreciation for Duran’s service and for his status as a U.S. Marine veteran.
Lt. Duran addressed the council briefly, saying he was grateful for the opportunity to serve and looked forward to a new chapter. Multiple councilmembers and the police chief also praised his mentorship and contributions to the department.
The council invited uniformed officers and others forward for photos and presented the proclamation; Lt. Duran and colleagues exchanged thanks before the meeting moved on to other business.
The presentation did not include any council action beyond the ceremonial proclamation.
The council adjourned later in the meeting.
