Council approves safety equipment, fire and dispatch agreements, and several contracts

The Redlands City Council approved a package of purchases and interagency agreements at its June 18 meeting, citing operational continuity and public-safety needs.
Traffic safety: The council approved an exemption to the formal bid process and the purchase of 10 rectangular rapid flashing beacons (RRFBs) from Nextech Systems for a total of $61,621.65 to be held in inventory and installed at locations prioritized by staff and the Traffic & Parking Commission. Director Harris (speaker 26) explained the purchase was timed to spend remaining FY funds and to enable installations next year; Evan Sanford of the Redlands Chamber of Commerce asked that staff prioritize Highland & Cajon and Citrus & 9th; staff agreed to place siting on the Traffic & Parking Commission agenda for prioritization.
Fire and dispatch agreements: The council approved a one-year CAL FIRE wildland protection agreement for FY 2024–25 not to exceed $285,677.10 to secure supplemental aircraft, dozers and crews for the city's high- and very-high-risk areas. Separately, the council approved continued membership in the Con Fire Joint Use Authority and the associated annual service fee not to exceed $843,957, preserving secondary 911/dispatch services and shared information-technology functions.
Utilities and public works contracts: Council approved an annual allocation of purchase orders for the Municipal Utilities & Engineering Department (up to $4,130,000) to allow timely procurement of supplies and chemicals; a professional-services agreement with CDM Smith for laboratory building design (not-to-exceed amount reported in staff presentation: $145,375); and a construction contract award to All Cities Engineering, Inc. for the 2023 CIP sewer pipeline replacement project (not to exceed $2,485,353).
Public safety staffing support: The council approved a multi-year agreement with Universal Protection Services LP (doing business as Allied Universal) to provide custody specialists and custody services that the Police Department said free sworn officers for patrol; the staff-reported multi-year total for the contract was approximately $913,831.
All of the listed contracts and resolutions were approved by roll call during the meeting. Several council members noted the operational benefits of preserving dispatch capacity and using contracted custody specialists to keep sworn officers on the street.
