Albia council hears haulers on mandatory garbage service, asks members to draft regulations

Representatives of Country Trash, Carter-Miller Services and Midwest Sanitation briefed the council on how mandatory pick-up programs operate in other cities and answered council questions about routes, service levels and exclusions. Council members said they wanted a clear set of expectations and legal language before moving toward an ordinance or binding contract.
Council Member Leslie Hill and others said the group should compile specific provisions — for example, whether tires and appliances would be collected, minimum service frequency, and rules for shared or multifamily pickups — to provide to prospective haulers. No formal ordinance was introduced; council members agreed to prepare and share a draft list of regulations in advance of a future meeting.
The discussion follows the council’s concurrent review of bids for the City Wide Clean program and reflects an ongoing push to standardize waste services and costs for residents.
