Staff presented two alternatives: keep a monthly schedule with the usual recess months (January, July and August) or move to an odd-month bimonthly schedule that would meet in January, March, May, July and so on but skip December. Recreation area manager Eric Biggin said the proposed change would “give our calendar consistency” and allow staff to build fuller agendas and more substantial program presentations.
Parks and Recreation Director Kyle Lancaster told commissioners the city chamber is heavily booked and recommended odd-numbered months because it would allow the Beach Preservation Commission to meet on even months without creating conflicts. “If you were able to provide the odd numbered months, then our Beach Preservation Commission could go on even numbered months,” Lancaster said.
A motion to adopt the bimonthly schedule for the balance of 2024 was made by the Clerk and seconded by Vice Chair Venegas Garcia. The transcript records the motion, the second and a confirmation discussion that the commission would meet in November but not December; the detailed roll-call vote tally is not recorded in the transcript.
Commissioners asked staff to return in November with options for the 2025 calendar that would include (a) odd-month meetings with the option to leave January dark or to schedule a special meeting later in January if needed and (b) an alternate even/odd arrangement that would move some meetings to the fourth Thursday in even months if chamber availability changed. Commissioners raised practical concerns about meeting dates that fall near holidays (for example Jan. 2 and July 3) and asked staff to avoid dates likely to reduce attendance.
