Christian Gutierrez, housing services manager, told commissioners the consolidated plan is a five‑year strategy required by the U.S. Department of Housing and Urban Development that identifies housing and community development needs and guides how CDBG funds are used. "This plan will guide the city's priorities from 2025 to 2030," Gutierrez said.
