David (staff) told the council the city previously authorized $3,000,000 in ARPA funds for vehicle acquisition. The recommended award is to PFVT Motors, LLC (doing business as Pieria Ford) for $2,600,000 provided they meet bid requirements; if not, the award would go to a backup contractor, UAG Cerritos, for $1,600,000. Staff also requested authority for the city manager to approve contract modifications up to $100,000.
Councilmembers asked why a local dealership did not prevail; staff said the order was a large, multi-vehicle procurement with many vehicle types, and some local dealers could not accommodate the full order. One councilmember noted the lower second-place bid was for fewer vehicles (27 vs. 48). The council approved the staff recommendation by unanimous vote. No public speakers were present.
