Carlsbad beach commission elects Stark and Norrell, adopts new 2025 meeting schedule

The Carlsbad Beach Preservation Commission unanimously elected Commissioner Stark as chair and Commissioner Norrell as vice chair for the 2025–26 term and approved a new meeting calendar for next year.

At the Dec. 5 meeting staff opened the biennial officer election process and asked for nominations. Commissioner Stark accepted a nomination for chair; the commission voted to confirm the nomination by a 6-0 tally. Commissioner Stark then nominated Commissioner Norrell for vice chair; Norrell accepted and the commission again voted unanimously.

The panel also considered three scheduling options for 2025: keeping the prior first-Tuesday schedule, moving to the first Thursday of even-numbered months, or meeting on the fourth Thursday of odd-numbered months (a 3 p.m. option). Commissioners discussed potential conflicts with Padres home games and other regular commitments. After discussion the commission voted unanimously to adopt the first-Thursday-of-even-numbered-months calendar (to begin in February), with staff noting they will cancel individual meetings if the agenda lacks substantive items.

No public comment or opposition to the officer selections or calendar was recorded. Staff confirmed the votes using keypad voting; technical display issues were noted but staff reported the official tally as 6-0 for each item.

The commission's newly elected officers will assume their duties at the first meeting of 2025. The meeting packet and staff will provide notice and any cancellations in advance as agendas permit.
