After public testimony from an attorney representing the owner and neighboring businesses describing rats and trespass, council adopted the abatement order unanimously and set a 30‑day compliance window.
The council then considered 2726 Wilson Street, where staff documented 18 inspections over 23 months, seven citations and debris, tree and inoperable vehicle issues. Staff estimated abatement costs between $15,000 and $25,000; council adopted that abatement order unanimously and noted the primary dwelling would not be displaced if remedial work were required.
Consent and traffic: On the consent calendar, council approved, among other items, an amended employment agreement for the city manager that staff said increases base salary by 2.5% to a stated amount in the staff report. Council also accepted staff recommendations on the EV‑charger infrastructure option with SDG&E for Veterans Memorial Park that allows SDG&E to cover major infrastructure and the city to cover supplemental charger costs and site amenities. Mayor Blackburn made a minute motion to install an all‑way stop at Adams & Hoover after citing resident safety concerns; council approved the minute motion unanimously and staff will prepare a resolution documenting the change. The mayor also directed staff to return with an agenda item to discuss allowing leashed dogs on park sidewalks and improving enforcement of existing off‑leash rules; council approved the direction.
