Senior Management Analyst Shoshana Aguilar, joined by Utilities Director Amanda Flessy, summarized the proposal: the new CMWD code would mirror the city's municipal code in structure, update chapters on code adoption and administration (including conflicts-of-interest procedures and meeting types), expand finance provisions to clarify emergency purchasing and accounting practices, and clarify enforcement procedures and appeals. Aguilar said staff would return to the board at a later meeting to consider adoption of the remaining titles.
Council moved, seconded and voted to introduce the ordinance; staff said adoption would be scheduled at an upcoming meeting after further review.
Why it matters: the changes modernize the water district's code to align administrative and financial procedures more closely with the city's practices and clarify enforcement and service-area procedures in coordination with the San Diego Local Agency Formation Commission.
