Upland council adopts HUD citizen participation plan to support five-year consolidated plan

The Upland City Council unanimously adopted a resolution on Sept. 9 approving the city's HUD citizen participation plan and allowing staff to submit the five-year consolidated plan to the U.S. Department of Housing and Urban Development by May 15, 2025.
Development Services staff introduced the item and Housing Manager Diane Connor described the citizen participation plan (CPP) as the city's mechanism to ensure public involvement in preparation of the consolidated plan. Connor said the CPP provides for public meetings and comment periods so residents can influence how federal funds are spent and help shape the consolidated plan.
No members of the public spoke on the item during the hearing, and the council closed the public hearing and voted to adopt the resolution. Staff said the adopted CPP will be submitted with the consolidated plan to HUD by the stated deadline.
What happens next: the adopted CPP becomes the public-engagement framework for drafting the five-year HUD consolidated plan and for subsequent public comment opportunities required by HUD.
