Upland council certifies election results and swears in mayor and councilmember

At a special meeting Monday, Dec. 9, the Upland City Council unanimously adopted a resolution certifying the results of the November general municipal election and administered oaths of office to the reelected officials, including Mayor Bill Valto and District 1 Council Member Shannon Moss.

The City Clerk presented the resolution and reported that "Mayor Bill Valto, District 1 Council Member Shannon Moss, and City Treasurer Greg R. Bradley were all reelected for another 4 year term," and that Measure N "was not passed by a majority vote," citing "section 10,263 of the Elections Code." Councilmember Zuniga moved to adopt the resolution and Mayor Pro Tem Breitling seconded; the council voted unanimously to approve the resolution.

District 1 Council Member Shannon Moss, after taking the oath, thanked supporters and staff and reflected on her path to the council, saying she initially intended to "be a forever volunteer" and that "serving is something that drives me and fills my heart with energy." She told attendees she intends to remain accessible and focused on communication with residents.

Mayor Bill Valto also addressed the meeting after the oath, thanking his family and city employees by name and noting the uncontested election tally of "24,000 almost 25,000 votes," which he described as a vote of confidence. He urged unity among council members to secure additional resources for roads, infrastructure and public safety and announced plans for further town halls and community outreach.

Two members of Council Member Moss’s family, Abby Moss and Bailey Moss, offered brief public comments before the formal agenda, identifying themselves as her daughters and expressing pride and support for her reelection.

The council recessed the special meeting and said it would reconvene for the regularly scheduled meeting in about an hour at 6:00 p.m.
