Staff and consultant presented the City of Redlands’ Climate Action Plan (CAP) update and greenhouse gas inventory at the June 11 meeting. The 2015 baseline was updated to a 2022 inventory; total citywide emissions rose approximately 11% from just under 500,000 metric tons CO2e in 2015 to about 556,000 metric tons in 2022, driven primarily by on‑road vehicle emissions.
Consultant Mayu Tanaka (Dea Mbatia) explained that state actions (including SB 100 and Title 24 efficiencies) will reduce emissions over time but the city’s current trajectory remains above the long‑term target implied by California’s updated scoping plan. Staff presented a proposed local 2050 target of 1 metric ton CO2e per capita (consistent with CARB’s 2045 carbon‑neutrality objectives) and proposed priority strategies focused on electrifying transportation (EV chargers and readiness), reducing vehicle miles traveled, and decarbonizing buildings (electrification and building performance standards).
Commissioners generally described the target as aspirational and urged concrete municipal leadership measures (fleet electrification, municipal PV, active implementation and reporting) and robust community outreach. Staff outlined next steps: community outreach beginning mid‑July, strategy development in fall, and a draft CAP for public review in late 2024 with adoption anticipated in early 2025.
No action was taken; the CAP update was presented for direction and future study sessions.
