Commissioner Kaskowski asked whether the resolution captured the breadth of prior deliberations; Vice Chair Ensley replied that it “does capture as best it can the essence of the discussion,” while acknowledging that some conversational paths could not be fully reflected in the written findings. Kaskowski and Ensley said they were satisfied the resolution reflected the commission’s intent.
Vice Chair Ensley moved to adopt Resolution No. 1632 to deny CUP No. 1182, Commission Review & Approval No. 948 and the lot merger; a commissioner seconded the motion and the commission carried it. Chair Shaw said they would abstain because they had not been present at the earlier hearing where the commission initially signaled its intent to deny.
The denial resolution, as presented, includes only the findings that commissioners determined could not be made; staff stated the denial is exempt from environmental review under the city code section cited in the staff report. The commission did not adopt any alternative conditions or remand; the formal outcome is the denial of the listed entitlements.
