Council approves design plans for English Road recycled waterline project

The Chino Hills City Council on Sept. 10 adopted a resolution to approve design and plans for the English Road recycled waterline project and to solicit bids.
Public works staff told the council the current action authorizes solicitation of bids with an expected contract award in November and a likely construction start in January to avoid holiday‑season disruptions. Staff said the project will include connection points to every parcel along English Road and English Park Place, and will provide service connections for English Springs Park, Country Springs Elementary, Ayala High School and Lytle Elementary. After the pipeline installation the city plans to repave the roadway edge to edge from Peyton to the end of English Road.
Councilmembers asked whether the project would require cutting the road for individual property lateral connections; staff replied that the project will provide connection points and property owners will not need separate trenching to access recycled water. Council also asked about undergrounding power lines; staff said Southern California Edison is responsible for electric utility work and undergrounding is outside this project's scope and jurisdiction.
Council approved the resolution to solicit bids; the motion passed 4–0.
Staff noted the project aims to reduce potable‑water irrigation demand by enabling large institutional and park irrigation to use recycled water. Construction timing and contractor negotiation will be finalized after contract award in November.
