Chino Hills council votes to close Community Services Fund and merge it into general fund

The City of Chino Hills City Council voted unanimously Oct. 22 to close the Community Services Fund and merge its balances into the general fund at the end of the fiscal year.
Finance Director Krista Buhajer told the council the fund was created in 2014 to separate community services finances for clearer tracking but now creates unnecessary complexity and frequent transfers. She said a survey of neighboring cities showed separate funds for community services are uncommon and the consolidation will simplify accounting and financial reporting without sacrificing transparency.
Councilmembers did not ask substantive follow-up questions during discussion, and Mayor (chair) called for a motion; the council approved the change by a 5-0 roll call vote.
Buhajer said staff first proposed the change during the 2024 budget workshop and is seeking formal approval to implement the consolidation at fiscal-year end. No amendments or conditions were identified during the council discussion.
Next steps: staff will complete the accounting adjustments to close the fund and report back as necessary when implementation details are scheduled into the finance workplan.
