The Chino Hills City Council unanimously approved an amendment Nov. 26 to allocate roughly $100,000 of remaining American Rescue Plan Act (ARPA) money to extend a homeless outreach program run by Social Work Action Group (SWAG).
City Manager Montgomery reviewed the city's ARPA history and said the funds must be obligated by the end of the calendar year. He described an existing SWAG outreach program and told the council the requested $100,000 would allow the team to continue outreach and coordination for several additional months.
Assistant City Manager Rod Hill and police staff described how SWAG works with the sheriff’s HOPE team to engage people experiencing homelessness in Chino Hills. Staff estimated the regular local unhoused population at about 8–9 people, with occasional spikes to approximately 12. Hill said recent work located two residents who accepted temporary housing.
Councilmembers characterized the allocation as an investment in prevention and regional coordination. The council voted 5–0 to approve the ARPA amendment and continue SWAG services.
