Cascos said he has reported the issues to the mayor’s office and the San Diego Police Department and that he is paying under threat of violence.
"It's illegal to turn our freedom into a privilege for a license and fee under any terms, circumstances, or conditions," Cascos said, and accused officials of failing to protect residents’ rights. He asked the mayor and Council President Lacava to intervene immediately and described the situation as a violation of constitutional rights.
