Catherine Douglas told the council San Diego faces a $105 million budget shortfall and said voters rejected a sales-tax increase because they do not trust officials to use revenue wisely. “Public trust is at an all time low,” Douglas said, citing flooding, deteriorating roads and diminished library hours and adding that middle management has expanded far faster than frontline workers.
Grace Victoria Rojas Jimenez of the Alliance of Californians for Community Empowerment described statewide advocacy for AB 1157, a proposed 5% cap on rent increases, and connected housing insecurity to broader policy decisions in Sacramento. Simon Andres, also with ACE, and other advocates urged city engagement on housing policy.
Blair Beekman praised the city’s recent ADU ordinance as an example of constructive public participation and urged more transparent and organized public processes for decisions such as parking and technology projects.
Commenters asked the council to prioritize affordable housing, consider rent-control measures, and restore public trust through clearer processes; the session did not include any council motions or votes on those requests.
