The Alcon Planning Commission approved a conditional use permit for a proposed garage auto body and paint shop at 821 West Main Street after staff said the use is consistent with the general commercial zoning and will be conducted entirely within the existing building.
Associate Planner Spencer Hayes summarized the project and told commissioners the proposal includes an indoor paint booth that will require a building permit and approvals from the San Diego Air Pollution Control District (APCD). The proposal does not change the building footprint substantially and includes a residential boundary wall along the southerly property line as a condition of approval.
Staff recommended a CEQA exemption under existing facility rules and said conditions would require the use to be operated entirely inside the enclosed structure and to comply with hours of operation and code performance standards. The applicant was not present at the hearing but had previously communicated acceptance of the proposed conditions.
No members of the public spoke on the item. Commissioner Edison moved to adopt the resolution approving the CEQA exemption and CUP subject to the recommended conditions; Commissioner Serco seconded. The motion carried unanimously and the decision is final unless appealed to the City Clerk by the applicable deadline.
Next steps: applicant must secure building permits, APCD approvals for the paint booth and comply with the conditions of the CUP; staff retains authority to enforce zoning and performance standards if issues arise.
