El Cajon council adopts FY 2024–25 budget, housing authority and successor agency budgets

City finance staff presented the City of El Cajon’s proposed fiscal year 2024–25 budget at the council’s June 25 meeting and the council voted unanimously to adopt the recommended appropriations limit, fund balance designation and budgets acting in three capacities: city council, housing authority and successor agency.
Director of Finance Clay Shane summarized non‑general funds and the wastewater fund: a beginning wastewater fund balance of $40.3 million, estimated watershed revenues of $35.4 million and expenditures of $49.2 million (the latter includes capital activity), including approximately $18.7 million in wastewater capital projects and a projected ending wastewater fund balance of about $26.5 million. Senior management analyst Autumn Reburger outlined special revenue and internal service funds and said staff proposed 10 new capital projects for FY25 totaling roughly $9.2 million and eight project amendments totaling $6.8 million, bringing the combined capital program to about $106.9 million across 58 projects.
Council member Ortiz thanked staff and moved adoption “as outlined in the staff report.” The motion carried by unanimous vote; council then adopted the housing authority budget and the successor‑agency budget by separate unanimous votes.
Shane and council members emphasized the city is presenting a balanced budget with a healthy reserve, and noted that staff will continue to track capital timing and funding sources. No public speakers were registered on the item.
