Council reallocates CDBG funds to Wells Park community center and accepts completed park improvements

Ayanita Pelayo, senior management analyst for the Community Development Department, reported the CDBG balance of roughly $175,683 and recommended reallocating $160,000 to the Wells Park project and retaining the remaining balance for future eligible projects. She said the Wells Park project is shovel ready and staff recommended adoption of the amendment; the council opened and closed the public hearing with no public speakers and unanimously adopted the resolution.
Separately, the council accepted the completed Wells Park improvements, an engineering project that constructed three stormwater bio‑retention basins, replaced the trash enclosure with a covered decorative unit (estimated enclosure cost about $90,000 including labor and materials), added entry signage and landscaping, and used a $400,000 Proposition 1 water‑quality grant and wastewater ratepayer funds. Engineering staff said the basins filter stormwater and typically drain within a few hours depending on storm severity.
The council voted unanimously to accept the project and to allocate the CDBG funds to the community center roof project as recommended.
