Summary
City staff reported that the 2024 TGIF summer concert season drew 22,276 attendees across nine concerts, added enhanced security screening and shuttle/bike-valet services, and piloted title sponsorships that netted roughly $20,000; staff will brief city council in January on findings and recommendations.

City staff told the Carlsbad Arts Commission on Oct. 3 that the 2024 TGIF summer-concert season drew a total 22,276 attendees across nine performances and that new safety measures and transportation supports were broadly well received.
"This particular season had nine concerts. We had three community parks," Tom Johnson, program and venues coordinator, said in a presentation that reviewed planning, safety, sponsors and attendance. He said staff implemented enhanced screening and security barricades, staffed EMT/life-safety teams at each concert, provided a free bike valet and introduced an improved shuttle service.
Johnson said the city secured two title sponsors for the season, the Carlsbad Charitable Foundation and Rincon Homes, and that the pilot sponsorships helped offset season costs. Commissioners noted staff reported sponsorship revenue supported roughly $20,000 of the season's expenses.
Attendance and operations: Johnson reported total season attendance was 22,276, with average attendance of about 2,475 per concert. Staff said attendance declined from a recent high year when the season included fewer dates (2023 had six concerts), and that spacing concerts across the city remained a logistical and safety consideration.
On public safety and incidents, Johnson said there were no major incidents in the parks this season and that fire and police participation and the addition of secondary egress gates and a SkyWatch tower improved situational awareness. "There were no incidents of any kind, honestly," Johnson said.
Commissioners asked whether sponsorships would continue, whether the concerts could be rotated to more neighborhoods for equity and whether ticketing would be revisited. Staff said the sponsorship program was a pilot and that council directed staff to explore sponsorship frameworks; staff also said it would return findings and any recommendations to city council in January.
Next steps: staff will prepare a January update for city council with data on attendance, transportation metrics and recommended changes to locations, dates or crowd-control measures.
