El Cajon adopts FY2023–24 CAPER and begins 2025–26 CDBG/HOME action plan process

Senior management analyst Yanira Pelayo, of the Community Development Department’s Housing Division, summarized accomplishments in the CAPER, including public services, fair housing, housing programs and capital improvements for fiscal year 2023–24 (July 1, 2023–June 30, 2024). Pelayo told the council the city anticipates approximately $1.2 million in CDBG funding and $689,000 in HOME funding for FY2025–26 and described the NOFA timeline: the notice of funding availability will be published Dec. 9, 2024, with applications due in the second week of January.
Pelayo explained procurement requirements tied to federal funds and said subrecipients must follow HUD procurement rules, typically requiring three bids for contractor selection; staff said they provide technical assistance but do not select vendors for subrecipients.
Council members asked whether CDBG funds could support tiny‑home or emergency cabin projects like the Meridian pilot; Pelayo confirmed such projects could apply through the regular NOFA and that certain program caps and set‑asides (for admin and public services) apply.
A council member moved to adopt the CAPER and authorize submission to HUD and to initiate the FY2025–26 action plan; the motion carried unanimously.
Staff said the action plan will return later with specific project recommendations for council adoption.
