Carlsbad Arts Commission forms subcommittee to review master plan, trims DEI item in draft work plan

The Carlsbad Arts Commission voted Oct. 3 to form a subcommittee to review the city's Arts and Culture Master Plan and to work with library staff on recommended updates as part of its fiscal year 2024–25 work plan.
"I move that as part of the work plan we add the creation of an arts commission subcommittee to review the master plan with library staff," Commissioner Nasiri said, moving the proposal. Chair Chung said the motion drew no extended debate and that commissioners present voted in favor.
The action follows a broader discussion about what items the commission should carry into the next fiscal year, including quarterly staff reports, closer ties to community partners and more public-facing presentations. Commissioners suggested the commission could study whether to shorten the master plan's 10-year horizon and requested staff provide examples of best practices before a formal recommendation to council.
Staff also notified the commission that the city's budget eliminated the diversity, equity and inclusion (DEI) manager position for FY24–25. "The diversity, equity, inclusion position was eliminated as part of the fiscal year 24, 25 budget," Cultural Arts Manager Craddock said; commissioners agreed to remove the specific DEI-manager line from the draft while retaining a general commitment to diversity and equitable access in the work plan.
Members asked staff to research several items for inclusion in the work-plan revision that the subcommittee will review: quarterly topic briefings on national arts trends, periodic reports from community partners such as the Carlsbad Friends of the Arts and the Carlsbad Library and Arts Foundation, and further information about a previously produced venue feasibility study. Senior management analyst Fiona Everett told commissioners the venue study had been shared previously with city council and recommended staff and the commission revisit it together.
Next steps: the subcommittee (as announced by Chair Chung) will meet to incorporate suggested edits and return a revised work-plan draft for consideration at the commission's December meeting. Staff indicated the commission may forward a memo or recommendation to city council following that review.
The motion passed with all commissioners present voting to approve; Commissioner Ferroni was absent.
