Carlsbad proclaims Red Ribbon Week; council approves appointments, settlement report

The council accepted a closed‑session report from the city attorney: the city voted unanimously to accept a $42,562.33 settlement from SureTech Insurance Company, which—together with developer cash deposits—fully reimburses the city for direct costs of constructing public improvements at the Highland View Homes development after the developer defaulted. No other reportable closed‑session actions were announced.
On routine business the council unanimously approved consent calendar items 1 and 2, confirmed a mayoral appointment to the Senior Commission (applicant Cecilia Shui) and appointed two representatives to the Tourism Business Improvement District Advisory Board (recommended representatives named in the agenda).
