Redlands council approves museum lease, city‑hall construction manager, grants and pipeline contract

During the Dec. 17 meeting the Redlands City Council approved several staff‑recommended contracts, grant acceptances and budget appropriations across capital projects and social‑service programs.
Museum lease: The council approved a short‑term lease with the Redlands Historical Museum Association for the Museum of Redlands property at 1 North Center Street (not to exceed $36,000) while staff and the association complete transfer and operating arrangements. Assistant City Manager Christopher Boatman explained the lease would provide exhibits and office space while transfer details are finalized. Project supporters including museum representative Steve Stockton urged council backing; some residents questioned long‑term costs and asked for full disclosure of MOUs and vendor agreements before final transfer.
City Hall construction management: The council approved a sole‑source professional services agreement with Tilden Coyle Constructors Inc. for master construction management services for the new State Street City Hall (not to exceed $1,363,358). Staff said engaging the contractor during design reduces risk and helps ensure constructibility and budget accuracy.
Step Up security contract: Council approved a procurement awarding unarmed on‑site security services at the Step Up in Redlands Homekey facility to TK Security Inc.; the contract covers an initial one‑year term (not to exceed $196,560) with options that could bring the total to $589,680.
State ERF3 grant: The city accepted a $5,341,800 Encampment Resolution Funding Program award from the California Department of Housing and Community Development to expand outreach, interim housing, rental subsidies and staffing for homeless services. Staff said the funds would support several limited‑term positions and contracted outreach partners and help subsidize operations of the Step Up program.
Water pipeline contract: The council awarded the 2023 CIP water pipeline and high‑line replacement contract to MCC Pipeline (low bid $12,058,362.99). Staff recommended and council approved an additional appropriation of $3,058,363 from the water fund; municipal utilities staff said the fund balance covers the increase.
Other actions: Council adopted the Community Development Block Grant project listing for 2025–26 (proposed allocation ~ $311,000, including Sylvan Park restroom and ADA improvements) and approved an audio‑visual upgrade for the city Emergency Operations Center through an ActiveView professional services agreement. Several items were adopted with unanimous roll‑call votes; staff noted many of the projects are grant‑funded or use existing capital funds.
The council concluded the meeting with brief member reports and adjourned to its next regular meeting on Jan. 21, 2025.
