Redlands to spend $192,720 from opioid settlements on a substance-use navigator

The Redlands City Council voted to accept $192,720.22 in national opioid settlement funds from five settling defendants (Allergan, CVS, Teva, Walgreens and Walmart) and authorized the additional appropriation to recruit a substance-use navigator within the Fire Department.
Fire Chief Sessler briefed the council that the settlement funds are expected over multiple years and that the navigator position would support patient follow-up, treatment access and medication for opioid use disorder and community education. "We researched and confirmed that this navigator position is acceptable for those funds," he said.
Public comment included a question about whether the navigator would be an outreach/support role or a coercive enforcement position; Chief Sessler and staff described the navigator as a case-linkage and follow-up role to connect patients with services.
The council approved the acceptance and appropriation by roll call vote and moved to implement recruitment for the position.
