Redlands council votes to extend city manager’s contract, raise base pay to $315,000

The Redlands City Council on Oct. 1 approved an amended and restated employment agreement for City Manager Charles M. Duggan Jr., increasing the annual base salary to $315,000 effective Jan. 15, 2025, adding a 2% annual increase effective the first payroll period following July 1, 2025, and extending the contract term to Jan. 31, 2028.
City Attorney Maldonado reported the closed-session direction on the record, citing the Brown Act duty to disclose economic changes that were negotiated in closed session. “They are as follows: first, that the employment agreement will be extended to 01/31/2028; second, effective 01/15/2025, the annual base salary shall increase to $315,000; third, effective the first payroll period following 07/01/2025 the city manager will receive a 2% increase to his salary over the prior year,” Maldonado said.
Councilmembers who spoke in favor praised the manager’s leadership and said the changes put the manager’s pay nearer to regional medians. Several councilmembers noted the closed-session process and said the public’s questions had been addressed during the meeting.
During public comment, resident Steve Rogers urged council to delay or reconsider the timing of the contract amendment. Council members responded on the record to public concerns and then voted to approve the amended agreement.
The amendment was approved by roll call vote.
