Council extends Schmidt Design contract, adds capacity to finish Bayer Park Phase 1 and advance Phase 2

The City Council on Feb. 10 approved a second amendment to the as‑needed landscape architectural services agreement with Schmidt Design Group to add capacity and extend the contract to support completion of Bayer Park Phase 1 and to advance Phase 2 design and permitting.
Engineering staff said Phase 1 is about 80% complete with major amenities—playgrounds, a skate park, amphitheater seating and much of the utilities—substantially built; remaining work includes final planting, public art and furnishings. The requested amendment extends the consultant agreement by three years and adds $300,000 in capacity, approximately $263,221 of which is earmarked for Schmidt Design to provide construction administration services and to finish Phase 2 design.
Project officers described Phase 2 as including ball fields, additional habitat restoration and additional park amenities. Staff said they expect to advertise Phase 2 for construction in late 2026 with a 24‑month construction schedule following award.
Councilmember Moreno, representing the district, praised the long‑delayed park’s progress and moved the amendment; council approved the item unanimously. The amendment includes a continuing efforts note on SLBE participation; staff reported prime participation counts and explained historical SLBE certification status.
