The commission voted 3–1 to approve the guidelines while requesting a separate discussion at the next meeting to consider restructuring grant distribution — including the possibility of funding fewer recipients with larger awards and asking the City Council for more funds. Commissioner Breyer moved the combined action; Commissioner Ferroni seconded.
