Chino Hills proclaims Autism Acceptance Month; 'Blue Envelope' training and $1M grant highlighted

At the March 29 meeting, Chino Hills City Council proclaimed April as National Autism Acceptance Month and invited members of the Autism Society of the Inland Empire to accept the recognition. Erin Pino, identified as a board member and mother of a child on the autism spectrum, thanked the council and described the blue envelope initiative.

Pino explained that a blue envelope carried by drivers who have cognitive or developmental disabilities would contain identifying information (driver's license, insurance information and other relevant documents) that a motorist could hand to law enforcement during traffic stops. The practice is intended to alert officers that the motorist may have a cognitive disability and to prompt appropriate communication and de-escalation.

Pino said the Autism Society secured roughly $1,000,000 in grant funding to provide blue-envelope training to law enforcement agencies across the Inland Empire, and that a grant-related event and training distribution will take place in Corona next month. She offered to remain after the meeting for questions and follow-up.

Council thanked the group for advancing an 'acceptance' framing (rather than awareness) and noted the practical value of training law enforcement to recognize and respond to individuals with disabilities. The proclamation and the grant announcement are ceremonial and informational; no city appropriation tied to the announcement was recorded in the meeting minutes.
