The Stillwater Planning Commission on March 24 voted 4-0 to recommend that the City Council approve map amendment MA 26-01, which would rezone 3621 and 3605 North Prosperity Lane from General Industrial (IG) to Commercial Shopping (CS).
Henry Biebelheimer of Development Services told the commission the rezoning request aligns with the Envision Stillwater 2045 future land-use designation for a mixed-use district and noted that "the applicant is proposing to build an education facility there, which is not allowed in... general industrial," making CS the appropriate zoning for that use. Biebelheimer presented aerials and described surrounding zoning and landmarks, including proximity to Perkins Road and a rail line.
The applicant and their representative described plans for an education and training facility intended to serve local clients and adjacent employers. Alex Evers said the proposed use would provide safety and technical industrial training closer to clients currently traveling across town for instruction.
No members of the public spoke in favor or opposition during the hearing. Staff confirmed that mailed notices and the packet materials listed both subject addresses and recommended approval, citing the comprehensive plan guidance. After a brief commission exchange clarifying parcel boundaries and neighboring uses, a commissioner moved to accept staff findings and recommend City Council approval; the motion passed on a voice vote, 4-0.
The commission did not take final action on the ordinance itself; its recommendation will go to the City Council for final consideration. The staff record for MA 26-01 notes that the council may approve, deny, or table the request when it appears on the council agenda.
Background: The request would change the zoning from IG, which restricts some commercial and institutional uses, to CS, which allows small-scale neighborhood commercial and, per staff, education facilities by right within the CS district under the Envision Stillwater 2045 plan.
