Carlsbad Senior Commission adopts 2025 meeting calendar, approves 2025 work plan

Eric Bighan, Recreation Area Manager, presented three scheduling options: (1) the status quo monthly schedule with recess months, (2) bimonthly meetings on odd‑numbered months, excluding Jan. 2, and (3) bimonthly meetings on the fourth Thursday of even months. Bighan told commissioners that a bimonthly schedule would "not preclude the scheduling of special meetings if urgent or timely issues arise." He recommended adoption of a bimonthly calendar to give staff more time to prepare fuller packets for each meeting.
Commissioner Fitzpatrick moved to adopt Option 3 (fourth Thursday of even months). After discussion about January and July scheduling conflicts and whether to provide interim updates in months without formal meetings, the motion passed with a 3–1 vote. Staff reported that Commissioner Shewey voted in the negative; one commissioner (Vanegas Garcia) was absent.
The commission then reviewed the draft 2025 Senior Commission work plan. Bighan said the plan aligns with the Parks and Recreation Department Master Plan and the Age‑Friendly Carlsbad Action Plan and noted that municipal code requires commissions to provide annual work plans to the city council. Commissioners agreed to limited edits to goals and tasks and asked staff to return with more concrete examples and periodic status updates. The motion to accept the work plan passed unanimously. The commission requested updates in April and August 2025 and noted staff will bring all three department commission work plans to the City Council in January as part of the annual approval process.
The commission also asked staff to provide nonpublic bullet updates in months without meetings so commissioners can track progress between sessions; staff agreed and said it will schedule special meetings if time‑sensitive issues arise. The commission confirmed its next meeting for Feb. 27, 2025, at 3 p.m. in Council Chambers and said chair and vice chair elections will occur at that session.
