Resident urges turn-signal installation and other fixes after multiple fatalities at 16th and San Antonio

At the start of the Nov. 25 meeting, resident Felisa Day Allen (who goes by Lisa Day) addressed the Upland City Council during public comment to urge safety improvements at the intersection of 16th Street Baseline and San Antonio Avenue.
Day said she has lived near the intersection since 1987 and described a history of changes (stop signs to signals and added turn lanes) but said the intersection remains “one of the deadliest in Upland,” noting "at least 4 fatalities," the most recent crash occurring Nov. 11 with the person dying Nov. 17. She urged the council to consider adding turn-signal lights — a treatment present at several other intersections on 16th Street Baseline — and listed other options including speed bumps, roundabouts, increased enforcement and lower speed limits.
Day said more esoteric solutions could be considered, and she invited council and community members to a cycling memorial at the intersection on Dec. 7. The council acknowledged her comment; no formal traffic-calming action was taken at the Nov. 25 meeting and staff did not announce a follow-up study or agenda item at that time.
The council did not adopt immediate changes in response to the public comment on Nov. 25; staff follow-up would be required for any traffic-safety evaluation or capital improvements.
