Finance staff told the Exeter Township School District board on March 17 that several property tax assessment appeals and settlements require the district to issue refunds tied to common level ratio (CLR) adjustments.
A district finance staff member explained that as the CLR changes year to year, property owners sometimes file appeals to align assessed values with market comparables. "There is, we have to do a ... the district has to do a refund for one of them," the staff member said, and board members referenced an approximate $180,000 total made up of multiple appeal settlements. Board members discussed whether the correct figure was closer to $181,000 and asked about timing of reimbursements.
Staff described that settlements are often negotiated over multiple years to balance adjustments and freezes for future years; refunds and payment timing depend on settlement language. Board members also discussed tax-increment financing (TIF) cases and how an expiring TIF (noted as ending December 2027) changes how revenue flows and can affect future appeals.
