Board approves $530,000 amendment for enterprise data platform Phase 2 with Wipro

San Diego Community Power’s board approved Amendment No. 2 on March 26 to continue and expand the agency’s enterprise data platform (EDP) work with Wipro Connected Services (formerly Harmon Connected Services). Associate Director Steven Yee told the board Phase 1 produced automation, centralized data, improved forecasting and operational controls; Phase 2 will scale those capabilities across departments, integrate GIS and strengthen cybersecurity and access controls.
Staff asked the board to authorize reallocation of capital funds from two postponed projects into Phase 2. Staff described the amendment as a staged delivery with managed‑services continuity and acceptance gates at each wave. At the meeting staff cited an additional not‑to‑exceed (NTE) amount for Phase 2 of about $530,000 and described a revised total contract ceiling in the ballpark of $1.75 million.
Board members asked about AI exploration and cybersecurity; staff said AI work is in an investigation/discovery phase and that the platform is housed in AWS with plans to centralize administration, enforce least‑privilege access and multi‑factor authentication. The board moved, seconded and approved the amendment by roll call.
