Trustees ask city manager to explain budget cut after library materials take a hit

The Library Board of Trustees voted on March 4 to invite the city manager to a future meeting to explain an across-the-board 'materials and supplies' budget cut that trustees say unintentionally concentrated reductions on the library's book and programming budgets.

Trustees raised concerns after staff reported that a citywide percentage cut applied to a consolidated 'materials and supplies' account resulted in a $93,600 decrease to the library's current-year budget. One trustee said the cut "hurt us horribly compared to other departments," noting the library's materials account covers core program costs — chiefly books — whereas other departments have minimal line items that were affected by the same percentage reduction.

A trustee urged joint planning: "We really should take time, put on a joint agenda, a serious conversation about the endowment going forward," and argued trustees need to understand long-term strategy for trust funds and the proposed endowment. Trustees stressed the difference between the city-held trust fund and the foundation-managed endowment, and discussed how some campaign money is currently held in CDs until the board agrees on investment approach.

After discussion, a trustee moved "that we invite the city manager to have a conversation" about the cuts; the motion was seconded and approved. Trustees requested the manager appear as early as April to clarify how the cuts were calculated and to explore remedies for protecting program budgets for books and materials.

Board members said they will press for clearer budget classifications so that programmatic spending central to library services is not swept into a general 'materials and supplies' category in a way that magnifies cuts. The board did not form a separate ad hoc budget committee at the meeting, but asked staff and trustees to prepare for a more detailed conversation with city finance leadership.
